Impacts of COVID-19 on Delivery of Critical Services

This project conducted a time sensitive assessment of the impacts of COVID-19 pandemic on socially vulnerable populations in Virginia’s Northern Neck and the capacity of diverse critical service providers to respond to their unique needs. The University of Virginia’s Institute for Engagement and Negotiation adapted the award-winning Post-Event Review Capability (PERC) methodology to identify gaps in delivery of critical services to vulnerable populations in Virginia’s Northern Neck and to elevate opportunities to build long-term resilience to future disasters. The assessment focused specifically on the Northern Neck’s active response to COVID-19.

The final PERC report and accompanying risk/vulnerability and institutional maps were used by Northern Neck localities and critical service providers to enhance their response to the COVID-19 pandemic and to improve their resilience to future coastal storm and other disasters. The PERC’s findings also informed the development and implementation of specific resilience action items that may be executed by locality implementation teams during the RAFT process.
