Millions of individuals rely on electricity-dependent durable medical equipment (DME)—including oxygen concentrators, ventilators, infusion pumps, and temperature-sensitive medications—to safely remain at home. Power outages caused by extreme weather, grid instability, and climate-related events create immediate, life-threatening risks and often result in avoidable emergency department visits, hospitalizations, and costly medical interventions. 

Despite this risk, healthcare systems and insurers remain largely reactive. There is no integrated, scalable solution that enables proactive identification of high-risk members, anticipates disruption events, and operationalizes timely interventions through care management workflows. 

Elevance Health is interested in exploring how to design and prototype a predictive, operational resilience platform that enables care teams to identify, prioritize, and support electricity-dependent members before, during, and after power disruptions.
